I just tested it on the latest version on both quest 2 and quest 3 and it still does it.
You can recreate it by having a list of folders or files that you can scroll down through. If you enter a folder then exit a folder it will auto scroll down the list.
You exit a folder by pressing the up arrow to go back.
I think it occurs randomly but I figured out that if you scroll then press to enter a folder while scrolling them exit out it will keep scrolling.
It gets faster and fast each time.
So to start with I might scroll down, pick a folder and I picked the folder before it stopped scrolling slightly and it slightly moves when I go back. Each time you do this it gets faster.
Either way. Have a list of say 100 folders. Start scrolling to full speed then press to enter a random folder. Then press arrow to go back and it will scroll you fast to the bottom.
This wouldn't be an issue if it just did it once. But once it starts scrolling by itself it keeps doing it every time you exit a folder.
