I've turned on Windows Media Streaming and DeoVR recognises it, but it takes me to a nesting structure full of empty folders I don't even recognise. Apologies if I'm overlooking a sorely needed tutorial, but how do I select the folder with my library of videos inside it, and save that as a local destination within DeoVR?

Dude just google it

That's obviously where I started, but I'm new to this so some friendly advice would be welcome.

Make sure Windows Media Player Network Sharing Service is running and has read access to the folders in your library

Windows library itself is a pain to manage. I suggest you use Plex server to create the library. It's much easier.

Thanks, mate. I've set up Plex now and it's working perfectly. Love that I can flick between streaming and local files with a single click at the bottom bar.
One thing I don't seem able to do is add a DLNA location as a favourite for ease of access. A minor inconvenience, but it would still be nice to do.
