Kieshi Thanks for the reply and I will get that information to you. I am using Valve Index on Windows 10 with newest DEoVR (I will get more relevant details once I get you a screenshot now that I know someone is willing to look into this, I thought it was everyone having the problem!)
I will load VR and test it here shortly. Every time I have tried it has resorted in it freezing, it also does this when clicking "recenter view" option, the white overrides the "Yes" option. I'll figure out how to screencap it and thanks again for the reply.
I've restarted Steam dozens of times (this has been over the course of 40 days I've tried it and no luck). I don't know if I've actually updated the headset itself in over a year (it bricked a tracker for me a few years ago so I avoid doing headset updates, maybe I'll update it first before testing this since that might be a recommended suggestion)

Thanks again developer for responding.
I updated the firmware on the headset and the issue went away. This was not related to DeoVR. The RECENTER button now properly shows blue instead of white square, and the delete files yes answer is blue and does not show as a white square.
If anyone encounters this issue, update your Index / other headset.
