Multiple independent GPUS have issues

I use a GTX1080ti for my main monitors and an RTX3080 exclusively for my Valve Index. This configuration works well with everything I've tried, except DEO VR, which has SteamVR tell me to move my HMD to the same GPU as my primary monitor.

Both SteamVR's and DEOVR's desktop windows display correctly, yet the HMD shows "DEO VR: waiting" forever.

Please fix this.

I figured this out:

[right click on the windows 11 desktop]->Display Settings->Graphics
Under "Add an App", click "Browse"
Find and select DeoVr.exe
Click on the newly added "DeoVR.exe" and select "Options"
Select "Specific GPU" and pick the GPU you wish... in my situation, it was the RTX 3080.

Why this works:

This forces windows to render video on the selected GPU instead of whichever GPU windows decides to render it on... which is nearly always the GPU connected to your primary display. Unfortunately it does not seem windows, SteamVR, nor DeoVR are capable of BitBlt across GPU buffers, at least when it comes to DirectMode and VR Headsets.
