Try this tool called 'Everything' https://www.voidtools.com/
See if you can find anything residual of Oculus.
ie C:\Program Files\Oculus\
Could also be something in %appdata% or your registry.
(in a filebrowser simply type in the addressbar %appdata% with the percentage symbols and hit enter. Though 'Everything' will also find the files here.)
In windows press the start button, type "regedit" without the quotation marks. Right click it, run as administrator.
press Ctrl+F and search for "Oculus"
Remove directories with Oculus settings.
Press F3 to search next entry, you don't have to ctrl+f every time 🙂
If you are unsure about something, leave it.
If it's still not working let us know.
You could do the same for DeoVR, but uninstall it first, else Steam might just download everything again or give errors.
